Description

The City of Bend is actively recruiting for one (1) full-time Water Reclamation Apprentice position to work in the Utility Department. This FLSA non-exempt position is an 18-month limited-duration internship assignment allowing incumbents to acquire experience in the areas of operating, maintaining, and repairing plant equipment with the goal of obtaining state certification.

 

Educational Aspect
Position Overview
This is a training level class assigned to the Water Reclamation Facility.  Under the direct guidance of a licensed Water Reclamation Operator, this class assists in the daily operation and maintenance of the wastewater plant in compliance with established procedures and standards and federal and state laws and administrative regulations. Incumbents learn to operate, maintain and repair plant equipment and acquire experience leading to state certification.
 
Distinguishing Characteristics
Water Reclamation Operator: The Water Reclamation Apprentice is used as a training class; work is generally routine, daily detailed instruction is given and work is performed under direct supervision or guidance. Incumbents have minimal direct experience and maybe an operator in training. Certified Water Reclamation Operators know and apply fundamental concepts, practices, and procedures of a particular field of specialization; performs work that is varied with minimal supervision. Performs tasks that may be somewhat difficult in nature and require moderate to advanced levels of evaluation and decision making.  Certified Water Reclamation Operators hold State of Oregon level certifications per area of assignment.
 
Complexity of Work
Complexity: 
Work is considered routine or basic. Most situations are resolved using standard procedures and established guidelines. Requires knowledge of procedures and the ability to evaluate and select the correct solution from defined alternatives.
 
Degree of Independence:
Follows standard practices with supervision, but must be monitored when carrying out any deviations; progress is regularly monitored and all outcomes are reviewed.
 
Decision Making Authority:
Follows established policies, procedures, and practices, and makes no independent decisions. May make recommendations to work procedures, policies, and practices.
 
Functions, Duties, and Responsibilities

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.
- Assists with the collection of samples of wastewater, following established procedures and instructions.
- Assists with and performs routine plant maintenance and cleaning activities, implementing appropriate repairs to equipment, grounds, and buildings.
- Assists with and conducts routine meter readings, following established schedules; enters data into an applicable computerized system.
- Drives and operates a variety of vehicles.
- May assist with and perform limited laboratory testing, utilizing established procedures
- Maintains accurate records of systems operation and maintenance
- Complies with safety requirements of the position and actively promotes safe work practices.
- In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
- Other related duties as assigned.

Knowledge of:
- Knowledge of, or ability to learn wastewater plant operations
- Knowledge of, or ability to learn, federal, state laws and administrative regulations with reference to wastewater treatment
- Knowledge of functions, servicing, and maintenance requirements of mechanical equipment and machinery
- Knowledge of and ability to comply with safety regulations and standards
 
Skills in:
- Using a computer and related software applications
- Operating applicable tools and equipment
- Maintaining records
- Implementing routine facility and grounds repairs
- Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction

Education, Experience, Certifications, and/or Licenses 
The following are the minimum qualifications for this position:
- High School Diploma or equivalent (G.E.D.); or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
- Current and valid Driver's license per City policies outlined in the Employee Handbook.
